Garvagh landfill operator loses licence

The operator of a landfill site in Co Antrim has had his permit reneged by the Department of Environment (DoE) for failing to comply with his licence conditions.

Malachy Higgins had his waste disposal licence revoked in February by Coleraine Borough Council due to concerns at the way he was running his Craigmore Road site in Garvagh.

Following an appeal, Mr Higgins was allowed to carry on his business at the site. However, subsequent evidence handed into an Independent Panel, set up by DoE, by local residents found that Mr Higgins had been operating for more than five years without a Working Plan and primary pollution control measures being in place.

The Panel recommended that the appeal should be dismissed.

As a result of this decision Mr Higgins can no longer operate a waste facility on his old site and must discontinue landfilling operations or face possible legal action.
