Councils To Take Over Landlord Registration Scheme In NI
Northern Ireland councils will assume responsibility for the Landlord Registration Scheme from March 1st, 2025, Communities Minister Gordon Lyons has announced.
The scheme, which maintains a database of registered private landlords, will be transferred to local councils, with Lisburn and Castlereagh City Council acting as the lead council.
"In transferring the operation of the Landlord Registration Scheme to councils, it gives stewardship to the organisations who are best placed to identify and deal with issues in communities," said Minister Lyons.
The minister emphasised the importance of the private rented sector and the benefits of collaborative work between central and local government. "Our councils already do great work across Northern Ireland and are partners when it comes to delivering for people in a range of areas. Going forward, I am pleased this partnership has developed further in relation to housing matters and compliance," he added.
Minister Lyons acknowledged the landlords who already comply with the scheme and encouraged all landlords to recognize and fulfill their responsibilities.
David Burns, Chief Executive of Lisburn and Castlereagh City Council, said: "By bringing together information, advice and services that landlords need we are essentially providing a 'one-stop-shop' where they can access guidance, understand their obligations, and demonstrate compliance." He also highlighted the development of a new user-friendly online system for landlords.

New figures show that 92% of 'Large Scale Planning Applications' are being dealt with within six months, beating the set target of 75%. Turnaround times for planning applications are improving, becoming "speedier and fairer", Environment minister Mark H Durkan said.

15% Rise In Littering Fines Being Issued
New figures have shown a 15% rise in the number of fines issued for littering. In the 12 months to April some 3,742 fixed penalty notices were issued by 26 local councils, according to a report by the BBC. However, the figures also show a disparity in the issuing of fines from council to council.

New Landlord Advice Service Pilot Scheme Launched
A new advice service pilot scheme has been launched in Northern Ireland for private landlords. The Housing Rights service will be conducting a pilot on behalf of the Department for Communities, offering landlords free confidential advice to ensure that the rights of landlords and tenants are protected.
