Infrastructure Minister Welcomes New £13.5m Mallusk DVA Test Centre

Infrastructure Minister Liz Kimmins has welcomed a significant step forward in the construction of the new £13.5 million Driver and Vehicle Agency (DVA) Test Centre in Mallusk, following a traditional "topping out" ceremony.

This event marks a major milestone, signifying the completion of the main structural work on the building.

The new test centre, funded by the Department for Infrastructure, is designed to significantly enhance the DVA’s capacity to provide essential vehicle testing services. Once complete, it will feature state-of-the-art facilities, including a ten-lane testing area, seven ramp-based lanes specifically for light vehicles, and a dedicated bay for motorcycle testing.

In addition to the testing facilities, the project will deliver a new internal road network, extensive car parking, and an off-road motorcycle driving test track. Henry Brothers is the firm delivering the construction project on behalf of the Department.

Minister Kimmins stated: "The construction of the new centre at Mallusk is part of our continued strategic investment in infrastructure across the North, helping us meet the increasing demand for vehicle testing and improving this critical public service."

Highlighting the growing demand, the Minister noted: "DVA conducted more than 1.16 million vehicle tests from 1 April 2024 to 31 March 2025, which is the highest number ever recorded." She added that the new facility in Mallusk will "provide additional capacity allowing us to test more than 100,000 vehicles per year at this site."

Construction on the Mallusk DVA Test Centre is expected to be completed in Autumn 2025.

DVTA issues mock vehicle test certificates warning
The Driver & Vehicle Testing Agency (DVTA) has warned customers to be on the lookout for invalid vehicle test certificates which might easily be confused with MOTs. The certificates are being issued by a private individual and are headed ‘Vehicle Obligatory Safety Test’, or ‘VOST’. They include a disc similar in format to those issued for an MOT.

Vehicle test centres back on line as staff return to work
The DoE Driver and Vehicle Testing Agency (DVTA) have welcomed a return to work by staff. The strike by members of the Northern Ireland Public Service Alliance (NIPSA) has been affecting MOTs and driving tests since mid May this year, but the union announced yesterday that staff are to return to work.

Two New Lifts Installed At MoT Centres
Two new MoT vehicle lifts are to be installed at local test centres, the Infrastructure Minister has announced. Originally purchased at the end of last year, installation of the equipment has been accelerated to provide additional capacity and help mitigate the impact of ongoing test suspensions.

Headlamp beam test to be introduced for MOT test
Environment Minister Angela Smith today confirmed that a new headlamp beam test is to be introduced into the MOT from the end of March. Commenting on the test, the Minister said the new examination would be expected to improve road safety.
