Infrastructure Minister Launches Draft Transport Strategy 2035 Consultation
Infrastructure Minister Liz Kimmins has launched a public consultation on the draft Transport Strategy 2035, inviting everyone in Northern Ireland to help shape the future of the region's transport system. The consultation opens today, Thursday, 26 June 2025, and will run for 12 weeks.
Speaking at the launch, Minister Kimmins emphasised the importance of public engagement: “Transport is not just about infrastructure but about the people who rely on it daily, and that is why the public’s input to shaping the future direction of travel really matters."
The Minister highlighted the evolving landscape that necessitates a new approach to transport. “Climate considerations, technological advances and changing lifestyles mean that we need to think differently about what transport will look like in the next 10 years and beyond. As our world continues to evolve and change, a modern, efficient, and sustainable transport system is essential for our future prosperity.”
The draft Transport Strategy 2035 is presented as "the beginning of a bold and necessary journey to ensure that our transportation system meets the demands of tomorrow, while reflecting the values and priorities of our community today." It aims to set out a comprehensive vision that is both actionable and adaptable, addressing urban and rural connectivity, fostering a cleaner and greener foundation for growth, and committing to improved regional balance. The strategic priorities underpinning the draft Strategy are that transport:
Is Resilient and Sustainable
Supports Connected and Inclusive Communities
Is Safe and Healthy
Supports Green Growth
Minister Kimmins added that these priorities closely align with her department’s "Foundations for a Better Future," by focusing on cleaner, greener modes of travel and placing people and inclusivity at the core.
The Minister also outlined the challenges currently faced by Northern Ireland’s transport system: “We are a society reliant on the private car where many of us use the car to travel a maximum of two miles. In contrast, almost a quarter of our population have no access to a car, only 1% of the population cycle, only 2% use public transport and 24% walk. The need for change is compelling, not just because of climate change and traffic congestion but also for health and well-being, road safety and equality concerns.”
Urging public participation, Minister Kimmins concluded: “The draft Transport Strategy 2035 is an important first step, outlining a bold and ambitious way forward. I encourage you to share with us your thoughts and views and help shape the transport system that works for all and safeguards the environment for future generations.”
