Firms causing traffic chaos face fines
Firms who cause chaos on Britain's roads with badly-managed roadworks could be fined up to £5000 under new penalties announced by the government today.
The measures are aimed at utility companies and local authorities who dig up streets in the course of their work.
Firms would face being fined if they did not meet the deadlines for completing work on time.
The new proposals are included in a consultation for the government's Traffic Management Act, which will grant local authorities new powers to better manage and co-ordinate street works.
They include the introduction of a permit scheme, fixed penalties for utility companies who commit criminal offences and fines for firms whose work overruns deadlines.
Local government authorities will also be given stronger powers to stop works that clash with major sporting events, local markets and days when heavier than normal trafic is expected.
Traffic disruption is estimated to cost the economy £4.3 billion each year.
Commenting on the new proposals, Alistair Darling, Transport Secretary, said: "Every motorist knows the frustration of being held up by roadworks that seem to go on and on. The new measures will provide better controls to get work done so that it minimises delays."

Construction tender prices outstrip inflation
The price of new construction work rose in excess of five times the rate of general inflation in the year to third quarter 2002, according to the latest tender price index compiled by the Building Cost Information Service (BCIS). Tender prices rose by 8.5% between Q3 2001 and Q3 2002, with general inflation only rising by 1.6% over the same period.

More than £4 million has been generated for the economy by Mid Ulster District Council's business development programmes. As part of the council's 'Our Plan for Growth' Economic Development Strategy, the four programmes have also helped to create at least 43 new jobs.
