New legislation to help young people leaving care
NIO Health Minister Shaun Woodward today announced the publication of Regulations and Guidance to improve services for young people leaving care.
The Children (Leaving Care) Act (Northern Ireland) 2002, provides a new legal framework for those leaving care and also the provision of aftercare services.
Its main purpose is to improve the life prospects of young people who are looked after by Health and Social Services Trusts, as they make the transition to independent living.
Commenting on the legislation, the Minister said: “The Regulations and Guidance provide further details on the new duties placed on Health and Social Services Trusts by the Children (Leaving Care) Act and explain the implications of these for leaving care policies, procedures and practice.”
The legislation places new duties on Health and Social Services Trusts. The main provisions are:

The legislation places new duties on Health and Social Services Trusts. The main provisions are:
- to assess and meet young people’s individual needs;
- to provide Personal Advisers for young people;
- to ensure each young person has a Pathway Plan; and
- to ensure that 16 and 17 year old care leavers are provided with personal support and suitable accommodation.
