1,000 Admin jobs To Be Cut By HSE
The HSE is seeking to cut 1,000 desk jobs as part of a new early retirement scheme.
The move, which will initially cost the service €30 million follows an assessment of administrative staff numbers.
The plan would also seek to identify roles to be discontinued, amalgamated or reorganised. Affected staff would be offered a choice of a transfer to another location or to another post at a similar level or to take the early retirement package.
However, the Department of Health reportedly has problems with offering redundancy payments to lower-level staff, believing they should be redeployed elsewhere in the health service.
The €30 million cost is expected to be repaid by the HSE from the savings generated by the programme over a number of years.
The HSE is proposing to cut 200 senior positions and 800 junior posts over the coming years by offering them the pay-off and early retirement.
The redundancy proposals follow an in-depth assessment of administrative staff numbers carried out internally by the HSE and by an outside consultancy firm commissioned by the organisation.
The external consultants also said their initial review indicated there "have not been an effective and coherent multi-disciplinary national manpower planning system within the health service".
The trade union Impact, which represents 28,000 health workers including administrative and managerial staff, said it had not had discussions with the HSE about the proposals.

The Minister for Health Mary Harney has announced that some 5,000 HSE jobs will go under a voluntary retirement scheme. Under the proposal, the Health Service Executive will seek 5,000 staff to leave voluntarily by the end of the year, while those willing are being asked to apply for the scheme by 19 November.

A campaign against pay cuts by civil and public service workers has increased in intensity today as Health Service Executive workers announce a plan to extend industrial action this week. From 9am this morning until 1pm, HSE workers in the Dublin and northeast region will stop answering telephones.

The trade union Unison has said the impact of 'front-line cuts' have prompted a one-day strike by its members next month. All their members in health and education will stage a 24-hour walkout on 5 October in what they said would affect all health workers - except doctors and teaching staff.
