UK Proposes Fourth Carbon Budget
A limit on the total amount of greenhouse gases to be emitted by the UK between 2023 to 2027 has been proposed to cut Britain's emissions by 50% from 1990 levels and highlighting the Government's commitment to being the greenest government ever. The proposal, set out by Energy and Climate Change Secretary Chris Huhne, is in line with advice from the independent Committee on Climate Change. It sets a fourth carbon budget of 1950 MtCO2e for the period that will span from 2023 to 2027, putting the UK on course to cut emissions by at least 80% by 2050. The carbon budget will place the British economy at the leading edge of a new global industrial transformation, and ensure low carbon energy security and decarbonisation is achieved at least cost to the consumer. The package also includes measures to minimise costs of the low-carbon transition to industries exposed to international competition. In line with the Coalition Agreement, Government will continue to argue for an EU move to a 30% target for 2020, and ambitious action in the 2020s. They will review progress in EU climate negotiations in early 2014.
BDUK Programme Delivery Model Published
Broadband Delivery UK (BDUK) have published a first version of their Programme Delivery Model which explores bringing forward network infrastructure upgrades and improving the accessibility of services in areas where there is a weak case for commercial investment. The Delivery Model has been designed to evolve over time, to reflect lessons learned from the Superfast Broadband Pilots, other local broadband projects, and market place developments. The document also provides a high level description of the how BDUK will meet its objectives as part of the Broadband Delivery Programme. They include: supporting economic growth in the UK, including in rural areas; ensuring the UK has the best Superfast Broadband in Europe by the end of this parliament (2015); delivery of Standard Broadband to virtually all communities in the UK within the lifetime of this parliament (2015); ensuring efficient use of funding to deliver Superfast Broadband and Standard Broadband; and assisting other Government initiatives which are dependent upon Customers ability to access Broadband based services.
Report Of Farming Regulation Task Force Welcomed
Welcoming the publication of Richard MacDonald’s review of regulation in the farming sector, Chairman of the Better Regulation Executive, Sir Don Curry said: "This is the most comprehensive review of agricultural and food regulation in recent years. I've been very impressed with the thorough approach that Richard MacDonald and his team have taken. I'd positively encourage other Government Departments to carry out similarly rigorous independent reviews of existing regulation. This will complement the work that is already going on across Whitehall as part of the Red Tape Challenge, and will be key to Government delivering on its ambition to reduce the net burden of regulation on business.” The Chairman added: "The report contains a welcome breadth of recommendations but the 'proof of the pudding' will be in the implementation. Defra must be bold in taking forward these recommendations and while some of the suggested changes will take time to implement, for example where they relate to European measures, the Department needs to demonstrate leadership and commitment by making as many of the changes as soon as they are able to.”

The UK now has two million broadband connections with new connections running at 35,000 each week, Oftel has announced today. David Edmonds, Director General of Telecommunications, said that the figures indicated that people had recognised the benefits of "fast, always on Internet access".
