Borrowing, excluding financial interventions, was down from £7.7bn last year, according to the Office for National Statistics (ONS). The October figure was slightly lower than expected, as growth in tax revenue overtook the level of spending. Borrowing between April and September was also down by £1.7bn, according to the ONS.
