Osborne Unveils 'Help-To-Work' Scheme
Chancellor George Osborne has unveiled a plan in which the long-term unemployed will be required to work in exchange for receiving benefits.
Under the plan, people out of work for more than two years will be placed on a scheme called 'help-to-work', which will give them three options in order to continue receiving benefits.
The options are:
• A work placement, such as clearing up litter
• Daily visits to a job centre
• Taking part in compulsory training, for example, to improve their literacy
Once on help-to-work claimants would remain on the scheme until they found work, unlike similar schemes which usually last for six months.
Anyone who breaches the rules of refuses to take part will be sanctioned, lose their benefits, for four weeks, and a second breach would see them sanctioned for three months.
At the Tory Conference, Mr Osborne said that welfare must be "fair for those who need it and fair for those who pay for it"

Plans Announced To Make Young People Work For Benefits
The Prime Minister has announced a proposal for 18 to 21-year-olds claiming benefits to do daily work experience. The proposed reform, known as Community Work Programme, would see young people not in work, education or training, required to complete daily work experience, alongside continuing to look for work in order to qualify for benefits.

Work Programme Branded 'Worse Than Doing Nothing'
The governments multi-billion-pound welfare-to-work scheme have been criticised as “extremely poor” by MPs. The Public Accounts Committee has said the Work Programme only managed to get 3.6% of the people on the scheme off benefits and into secure employment in its first 14 months.
