Councils to implement increased fees
Planning Minister Keith Hill has today outlined proposals that will enable Councils to recuperate financial deficits and provide an improved planning service.
Despite massive cash injections to the traditionally underfunded planning service, fees charged by Councils fall far short of application costs.
Research published in 2003 found that total income from fees in 2002/3 was £174m. To achieve full cost recovery on the existing fees structure, £242m needed to be raised, requiring an average fees increase of 39%.
Developers, councils and the general public are being consulted and have been asked to submit their views on the 'sensible fee increases'.
Mr Hill said: "Any increase in fees must be accompanied by a raising of the bar when it comes to quality. We don't expect people to pay more and get less. Councils will be encouraged to work harder to meet Government targets."

Increased security checks at airports in the UK could create a potential new target for terrorists to carry out attacks, a report by MPs has warned. Councils in England have been urged to provide better value for money. In its fourth annual assessment of council performance, the Audit Commission said that most councils in England are performing well, although some were “finding improvement a challenge”. The report published the first results for councils under the new Harder Test framework.

Loyalist Campaigner Attends Court Dressed As Abu Hamza
A loyalist campaign has appeared at Laganside court in Belfast dressed as Abu Hamza. Willie Frazer is facing charges in connection with demonstrations in January over Belfast City Councils decision to only fly the union flag on designated days, bring it into line with the rest of the UK.
