Kennedys celebrate son's birth

Liberal Democrat leader Charles Kennedy and his wife Sarah are celebrating the birth of their first child.

Mrs Kennedy was taken to St. Thomas' hospital in London yesterday and gave birth to Donald James, who weighed six pounds nine ounces, at 12:14 this morning.

The Kennedys issued a statement, saying they were "delighted". The statement said: "It is wonderful for us both and we are extremely grateful for the superb clinical and midwifery support which we have received. Everything went very smoothly and we are looking forward to returning home as a family in due course."

Mr Kennedy was forced to abandon his election campaign duties yesterday to be by his wife's side in hospital. He had been due to fly to Devon from Farnborough airport in Hampshire, but was returned to London when Mrs Kennedy was taken into hospital. He also postponed the launch of the party's manifesto until later in the week.

Sir Menzies Campbell, the party's deputy leader, will now carry out Mr Kennedy's campaign duties.

He launched the party's economic policy today, with a pledge to promote "a liberal and fair economy".

The policy includes plans to introduce a new 50% income tax rate on earnings over £100,000 in order to finance plans such as: abolishing tuition and top-up fees; introducing free personal care for the elderly; keeping local taxes down; and scrapping the Council Tax, which the party has branded "unfair".

Sir Menzies said: "The Liberal Democrats programme for government will be one of economic freedom and one of social justice too. We want fairer taxation and the sound investment of taxpayers' money in the priorities that matter most to the people of Britain."

More Fall Into Debt Following HMRC Overpayments
The number of issues reported to Citizens Advice of people falling into debt as a result of repaying overpaid tax credits increased by 14 per cent in the 2013/14 tax year. Tax Credit debts arise when HMRC over-estimates a person’s entitlement to financial support and ends up having to recoup overpayments.

Government Tackle Tax Avoidance
David Gauke, Exchequer Secretary to the Treasury, has today announced a change in legislation to prevent tax avoidance. The measure will prevent individuals from taking advantage of a tax loophole that would have emerged today had the Government not taken action.
