Budget Blues - Already
An anticipated 2% business rate rise expected in tomorrow's Budget could mean an extra 19,300 redundancies and nearly 600 retailers pushed out of business, according to the British Retail Consortium (BRC). The Chancellor Alistair Darling last month agreed to reduce the proposed 5% increase. But the cut is not enough, says the BRC. The combination of the proposed rate increase with last year's loss of empty property relief and business rate supplements could add as much as £1.6bn to retailers' £5.5bn annual tax bill. Jail Term For Terror Propaganda Man
A 29-year-old man has been jailed for more than three years after admitting possessing terrorist propaganda. Pa Modou Jobe admitted terrorism offences after officers found training manuals and mobile phone footage of a police building in his home. Jobe, from Witton Road, Aston, Birmingham, who pleaded guilty at the city's crown court, was sentenced to three years and nine months in prison.
Scottish Fisherman To Resist Cuts
Fishing industry leaders have vowed to resist any attempt to reduce the Scottish fleet. The news comes as the European Commission is publishing plans to reform the Common Fisheries Policy. The commission launched the review on the grounds that the current regime failed to protect stocks, and fishermen who obey the rules can still be penalised. However, the Scottish Fishermen's Federation said it believed the Scottish fleet was the right size. The draft proposals from the commission highlight there are too many boats fishing in European waters. It is claimed this is at the root of all problems for the industry, and must be addressed in reforms.
Coin Thrower Banned From Soccer Matches
The police in Wales are studying CCTV from a football match and say there may be more prosecutions after a man has been banned for life from Cardiff City games after admitting throwing a missile towards the pitch at the club's derby match with Swansea. David Roberts, 24, from Pontypridd, was fined £200 and given a three-year banning order after admitting the charge at Cardiff Magistrates' Court. But he denied throwing a coin which hit the referee at Ninian Park earlier this month, insisting he threw chewing gum. Cardiff City also said Roberts would be banned from their games for life.

Record High For Scotland's Renewable Energy
The Department of Energy and Climate Change (DECC) has said Scotland generated 7% more renewable energy in 2012 than the previous year. In its latest report, it said 14,600 Gigawatt hours were generated in Scotland from renewable energy sources such as wind and hydro.

An RSPCA advertising campaign offering to care for pets if their owner dies has avoided being banned, despite the charity admitting that almost one in five animals in the scheme are put down. The RSPCA ran a TV and newspaper campaign for its free Home for Life service, which rehomes pets when their owners die.

Communities Against Turbines in Scotland ran a regional press ad campaign showing a picturesque Scottish landscape blighted by rusty, broken wind turbines, with a banner headline, "Welcome to Scotland".
