PPS Publish New Prosecuting Guidelines

The Public Prosecution Service (PPS) has announced the publication of new Guidelines for Prosecuting Cases Involving Electronic Communications.

These guidelines explain the approach of the PPS when considering cases where it is alleged that criminal offences have been committed by the sending of an electronic communication. These communications include phone calls and text messages, internet discussion forums, video streamed on the internet and other messages sent by or on social media platforms.

Dr Richard Scullion, Head of Policy and Information for the PPS, said: "As a society, the way in which we communicate has changed dramatically over recent years. As the technology evolves, so must our approach as a prosecuting authority.

"These guidelines cover the offences that are most commonly committed by the sending of electronic communications and in particular those sent by text or by using social media. The offences may apply in respect of an original communication and also any resending of a message, for example re-tweeting.

"These can be complex offences, and the guidelines provide important guidance to prosecutors dealing with these types of cases. They also provide increased clarity to the legal community, statutory and voluntary agencies and members of the public.

Dr Scullion added: "A public consultation, carried out between November 2021 and February 2022, has helped to inform the drafting of the guidelines. Looking ahead, they will be kept under review and updated to take account of any future legislative changes in this area."

Shock Kids' Booze Figures Revealed
A top Co Antrim hospital has revealed that it has treated over 70 children for alcohol and drug abuse in the past six months alone. A spokesperson for the Northern Trust confirmed that 76 patients in the under 18-age group had been admitted to Antrim Area Hospital for substance abuse since November 2007.

PPS Publish Latest Sexual Offences Statistics
Sixty eight percent of cases involving sexual offences in the past year resulted in conviction, down from 72.5% in 2019/20, according to the latest statistical bulletin from the Public Prosecution Service (PPS).

Seven More People Prosecuted In Relation To Muckamore Inquiry
A further seven individuals will be prosecuted by the Public Prosecution Service (PPS) relating to alleged offences committed at Antrim-based Muckamore Abbey Hospital. The decision from the PPS comes after the individuals were reported by police as part of ongoing investigations.

Two Arrests After £60,000 Cocaine Seized In Dungannon
Two people have been arrested after police seized around £60,000 of suspected cocaine in Dungannon, Co Tyrone. A man and woman have been arrested on suspicion of drugs related offences including importation of Class A controlled drugs and attempted possession of Class A drugs with intent to supply. A number of electronic devices were also seized.

NIACT issue guidelines on reverse-billed text messages
