District and county councillors are elected representatives who help govern local authority areas in England. District councillors deal with services usually managed at district or borough level, such as planning applications, council housing, waste collection, recycling, environmental health, leisure facilities and local taxation. County councillors represent larger areas and oversee services including education, social care, highways, libraries, public transport and fire and rescue services. In some areas, a single unitary authority delivers both sets of responsibilities. Councillors attend council and committee meetings, consider policies and budgets, and make decisions on local services and development. They also represent the views and concerns of residents, raise casework with council departments, and communicate information about proposals or changes.
