Freeze In Planning Fees
Planning Minister John Healey today pledged to freeze planning fees on applications to help developers through the economic recovery and keep builders on construction sites by saving them up to £23 million a year. To help companies generate jobs and homeowners make improvements to their homes, planning fees will be kept at their current levels. The money saved will provide a valuable cash boost for developers to invest in new projects. Mr Healey also confirmed that fees for planning appeals will not be introduced this year to avoid placing any further burdens on businesses and householders during this difficult economic time.
Appeal After Hampshire Assault
Police are appealing for information after a man was assaulted in Southsea.
At around 2am on Saturday 16 January the 41-year-old victim was walking along Devonshire Avenue. As he reached the junction with St Augustine Road a light coloured hatchback car pulled up beside him with four men inside. The men shouted some abuse at the victim and after he responded to them all four men got out of the car and one struck him in the face with a blunt heavy object. The men then got back into the car and drove west along Devonshire Avenue. The men are described as white and aged between 18 and 20. The passenger who assaulted the victim was described as having a skinny build, about 5ft 8ins, with short curly hair that was wither brown or ginger, and was wearing dark coloured clothing. The victim was left with a broken front tooth, cuts to his lips and mouth, and a swollen nose and cheek.
Cyclist Assaulted In 'The Dams'
A 69-year-old man has been knocked from his bicycle and assaulted in central Scotland. He was cycling along Stenhouse Road, Stenhousemuir, known locally as The Dams, when the incident occurred around 4.20pm on Tuesday January 19. Three youths were seen to walk from the footpath next to Carron Dam, one stopped the bike while the other two knocked the man to the ground. He was assaulted while he was on the ground and had a sum of money stolen. The three youths were described as being aged between 16 and 20 years old and about 5’7” tall. One was wearing a dark blue beanie hat with a Rangers crest on the front, dark trainers and a light coloured jacket; the second was of medium build and was wearing a dark beanie hat with a dark waist length anorak with a white line around the chest going into a V-shape; and the third was wearing a skip cap, black anorak and trainers with a light-coloured sole. The man was left badly shaken. Police have appealed for information.
New Theatre Jobs For London Youth
Over 200 theatre and performing arts apprenticeships across London and Essex were announced by Culture Secretary Ben Bradshaw today. The Government has announced the latest successful bids for funding to help young unemployed people into a career in the arts. The jobs will be created in 14 London boroughs in a project run by New Deal of the Mind. These include design assistants, marketing and press assistants and fundraisers at organisations including The British Library, the Lyric Hammersmith, the Young Vic and the Royal Court. Mr Bradshaw said: "This £1.45 million announcement is a tremendous investment in our creative industries and in the talent of the future."

Police Urge Suspected Assault Victim To Come Forward
Essex Police are trying to trace a cyclist who posted a video to YouTube in which it appears he is assaulted by a van driver. It is understood that the video shows the cyclist colliding with a van, followed by an argument between the van driver and the cyclist. It is alleged that the footage then shows the van driver punching the cyclist.

Commons Deputy Speaker 'Further Arrested' On New Indecent Assault Charges
The Commons Deputy Speaker has been re-arrested on new additional charges of indecent assault. 55-year-old Nigel Evans was originally arrested in May on suspicion of rape and sexual assault. On Wednesday as he answered his bail from the original charge, he "further arrested" on three more charges of indecent assault.

Two soldiers have been sent from the Middle East over their opposition to the war in Iraq. The men, members of the 16th Air Assault Brigade, were returned to their barracks in Colchester before war commenced according to reports.

Car Parking Row Man Dies
A salesman has died after an alleged assault following an argument over a parking space. The 53 year-old man collapsed, shortly after 2pm on Tuesday, after being involved in the fight behind some shops in Griffnock, East Renfrewshire. He later died at the Victoria Infirmary in Glasgow.
